A practical process for turning supplier quotations into a traceable pre-sourcing procurement decision.

A supplier quotation is an input to procurement—not proof that the supplier can meet the requirement. Before comparing prices or advancing a prospective source, a buyer should establish what is being quoted, identify applicable product and market requirements, and verify whether supporting evidence relates to the actual product, process, facility, or order.

At the pre-sourcing research stage, the objective is not to select, contract with, or order from a supplier. It is to determine whether the requirement is clear enough and the available evidence is strong enough to justify formal sourcing or further due diligence.

The decision should be reproducible. Another qualified reviewer should be able to see which requirement revision was issued, what the supplier claimed, which records were examined, what remained unresolved, and why the buyer decided to advance, hold, or escalate.

“Advance” does not mean final approval. It means the available information supports moving to the next controlled stage.

The objective is effective process control and evidence of results, not collecting documents merely to increase volume.

Evidence-based pre-sourcing decision process

Step 1: Convert the request into a quote-ready specification

Settle the buyer-defined inputs before asking suppliers to quote:

  • Product identity, intended use, and target market.
  • Drawings, dimensions, materials, performance criteria, or approved samples where applicable.
  • Required quantities and units of measure.
  • Packaging, labeling, delivery, and documentation expectations.
  • Requested quotation validity and commercial terms.
  • Buyer-mandated inspection, testing, traceability, change-control, or acceptance requirements.

Flag unresolved requirements rather than allowing suppliers to make unrecorded assumptions. Assign a revision identifier to the requirement package so every prospective source receives—and is asked to respond to—the same version.

Step 3: Issue a structured request for quotation

Require each quotation to separate:

  • What is included.
  • What is excluded.
  • Supplier assumptions.
  • Deviations from the issued specification.
  • Third-party inputs or subcontracted processes.
  • Documentation available before ordering, during production, and after completion.
  • Unresolved technical or regulatory questions.

Use a common response format so differences are visible. A blank field should be treated as unanswered—not as acceptance of the requirement.

  2. Identify claims requiring documentary review, interviews, observation, sampling, or follow-up.
  3. Use relevant and verifiable evidence rather than impressions.
  4. Record missing information, inconsistencies, and open questions.
  5. Keep findings separate from the final conclusion.

A pre-sourcing document review is not automatically an ISO audit and does not establish certification. Audit-inspired planning simply makes the procurement review more systematic and traceable.

Step 6: Reconcile commercial attractiveness with verified capability

Compare quotations only after normalizing:

  • Requirement revision.
  • Quantity and unit.
  • Included and excluded work.
  • Materials or product configuration.
  • Testing and inspection.
  • Packaging and documentation.
  • Delivery assumptions.
  • Deviations and unresolved conditions.

Do not rank prices covering materially different scopes. A lower total may exclude testing, packaging, tooling, documentation, or another requirement included elsewhere.
